Starting this quest isn't hard, but getting to the area is. At level 30, if you are just beginning with one of the normal jobs, and don't have the maps and experience all over the world yet. To get to Norg, you may want to take a higher level person with you.

Preferably someone who knows the way and can cast "Sneak" on you. Odds are that by level 30, you already have the Kazham airship pass, so I won't cover that in this guide.

Anyways, to get to Norg, you must travel through the following areas. They are in order, as to not confuse anyone. Kazham > Yuhtunga Jungle > Sea Serpant Grotto > Norg.

Getting to the Sea Serpant Grotto is not a difficult task as long as you have a choco and the map of Yuhtunga Jungle. The twists and turns in that area can screw anyone up, so don't get frustrated if you can't find it.
